Replace an Old Fuse Box With a Modern Breaker Panel
A fuse panel and a breaker panel do the same basic job: they take the incoming supply from the street, split it into the circuits that feed your home, and cut the power on a circuit that draws more current than its wiring is rated to carry. The difference is how they do it. A fuse melts a metal element and has to be thrown away and replaced. A breaker trips a mechanical switch that you reset by hand.
That difference matters more in daily use than most people expect. With a fuse panel you need the right size of spare fuse on hand, and there is a real temptation — one we would ask you never to give in to — to put in a larger fuse than the circuit was designed for. Doing that removes the protection the fuse was there to provide. A breaker panel takes that decision away: the breaker is matched to the circuit and stays matched.
A properly designed breaker panel also gives you room to work with. Modern homes ask far more of their electrical systems than the homes these panels were originally installed in — heat pumps, induction ranges, air conditioning, EV chargers, home offices, finished basements. A new panel with spare capacity means the next addition is a straightforward job rather than a rebuild. It also lets us fit the arc-fault and ground-fault protection that current requirements call for on the circuits that need it.
One thing a panel replacement does not do is replace the wiring inside your walls. The panel is the distribution point; the branch circuits running from it to your outlets, lights and appliances are a separate system. If a home still has knob-and-tube wiring, deteriorated insulation or undersized conductors, those conditions remain after the panel is changed and need to be assessed and priced on their own. We will tell you what we find rather than quietly working around it.
It is also worth saying plainly: an existing fuse panel is not automatically illegal in Ontario, and it is not automatically dangerous. An installation that met the code in force when it was done, and that has been properly maintained and not overloaded or tampered with, is generally allowed to remain. The reasons to replace one are usually condition, capacity or a change in how the home is used — not the mere fact that it is a fuse panel.
Signs Your Electrical Panel May Need Attention
Homeowners come to us about panel work for two different kinds of reasons: something is wrong with the panel they have, or the home is about to ask more of it than it can give. Both are worth a look.
Stop and call a licensed electrician
If you notice any of the following, stop using the affected equipment and contact a licensed electrician. Do not open the panel, remove the cover or attempt a repair yourself — the conductors inside remain energized even with the main switch off.
- A burning smell, scorch marks or discoloured plastic at or around the panel
- Heat you can feel on the panel cover, a breaker or a receptacle
- Buzzing, crackling, sizzling or arcing sounds
- Visible rust, corrosion, or any sign that water has reached the panel
- Breakers or fuse holders that are loose, damaged, or will not stay set
- A breaker that trips again immediately after being reset
Capacity and condition
- Fuses that blow or breakers that trip regularly under normal use
- No spare spaces left in the panel for another circuit
- A 60-amp service, which is common in older homes and often undersized for the way those homes are used now
- A panel that is obsolete, discontinued, or one for which replacement breakers are no longer readily available
- Questions from an insurer about the type or age of the panel
Changes to the home
- A renovation, addition or finished basement
- A new electric range, dryer, or air conditioning system
- An EV charger, or planning for one in the next few years
- A heat pump or other electric heating equipment
- A basement apartment or secondary suite
- Any project where an existing panel simply has nowhere left to land a new circuit
Panel Replacement Versus a Service Upgrade
These two phrases get used interchangeably, and they are not the same job. Knowing which one you actually need is usually the single biggest factor in what the work costs.
Replacing a fuse panel, keeping the same service size
The fuse panel comes out, a breaker panel goes in, and the incoming service stays the size it already is. This is a real improvement in usability and protection, and it is often the right answer for a home whose total demand is comfortably within its existing service.
Replacing a damaged or obsolete breaker panel
The service size does not change; the enclosure and breakers do. This is what we do when a panel is corroded, damaged, or of a type whose breakers are no longer practical to source.
Upgrading a 60-amp service to 100 amps
A genuine service upgrade. This normally involves the utility, because the incoming supply itself is being changed, and it usually touches the service entrance conductors and the meter base as well as the panel.
Upgrading 100 amps to 200 amps
The largest of the common residential upgrades. Depending on the property this can involve the service entrance, meter base, mast, grounding and bonding, the service conductors and the utility connection — not only the panel itself.
Adding a subpanel
Where the main service has capacity but the panel has run out of physical spaces, a subpanel can add room for circuits — often in a garage, basement or addition — without increasing the size of the main service.
Adding circuits within the existing service
If a load calculation shows the existing service can carry the new load, new circuits can frequently be added without upgrading anything upstream.
Which of these applies to your home is decided by a load calculation, not by a rule of thumb. We work out what the property actually draws and what it is about to draw, and recommend on that basis. Sometimes that means telling a homeowner that the upgrade they came to us for is not the one they need.
Should You Choose a 100-Amp or 200-Amp Service?
There is no single right answer, and any electrician who gives you one without looking at the property is guessing. Not every home needs a 200-amp service. The correct size depends on the square footage, the heating and cooling equipment, whether the range and dryer are electric or gas, and — importantly — what you are planning to add over the next several years.
A 100-amp service is still adequate for a great many Toronto homes, particularly those with gas heating, a gas range and no plans for electric vehicle charging. Upgrading such a home to 200 amps adds cost without adding anything the household will use.
A 200-amp service starts to make sense when the numbers say so: electric heating or a heat pump, an electric range and dryer together, air conditioning, a Level 2 EV charger, a secondary suite, or a larger home with a finished basement and a workshop. It is also worth considering when several of those are likely within the life of the panel, since doing the work once is cheaper than doing it twice.
The calculation that settles it accounts for the floor area, the heating and air conditioning load, the ranges, water heaters and other major appliances, and any electric vehicle supply equipment. We run that calculation before recommending a size, and we will show you why the answer came out the way it did.

Every property is different, so the final scope is confirmed after the site assessment and set out in writing before we start. On a typical residential panel replacement or service upgrade, that scope covers:

Many straightforward panel replacements are completed during a scheduled working day. Service upgrades, panels in awkward locations, and jobs that turn up existing deficiencies can require additional time and further coordination. We do not promise a specific processing time for the Electrical Safety Authority or for Toronto Hydro, because those timelines are not ours to control — but we will keep you informed about where things stand.
ESA Notification, Inspections and Toronto Hydro Coordination
Electrical panel and service work in Ontario is notifiable. Before the work is done, a licensed electrical contractor files a notification with the Electrical Safety Authority, and the completed installation is inspected against the Ontario Electrical Safety Code. This is not paperwork you should have to chase — City Brite Electric handles the notification and coordinates the inspection as part of the job.
That inspection record matters beyond the day of the work. It is the documentation that shows the installation was done by a licensed contractor and inspected by the authority, which is the kind of thing that comes up when a home is sold, refinanced, or discussed with an insurer.
Toronto Hydro comes into it when the supply to the property itself is being changed. Increasing a service from 60 to 100 amps, or from 100 to 200 amps, generally means the incoming conductors have to be disconnected and reconnected, and may mean changes at the meter. That has to be arranged with the utility, and their schedule is a real constraint on when the work can happen. A straight panel swap that leaves the service size unchanged often does not need them involved at all.

How Much Does an Electrical Panel Upgrade Cost in Toronto?
We do not publish a price for this work, and we would be cautious about any contractor who does. A panel replacement and a full 200-amp service upgrade are different jobs with different scopes, and two houses on the same street can price differently depending on what is behind the panel cover. What we can do is be completely transparent about what drives the number.

Panel Upgrades and Fuse Box Replacement in North York
North York covers a wider range of housing than almost anywhere else in the city, and the panel behind the basement door tends to reflect whichever era the house came from. The post-war bungalows through Downsview were built for a household that had a fridge, a stove and a radio, and a good number still carry the service they were built with. The larger detached homes up around York Mills were wired more generously, but generously by the standards of their own decade. The semis and townhouses in between sit, fittingly, in between.
Then there is everything that has happened since. Willowdale in particular has seen a great deal of renovation and rebuilding, and the electrical service in a heavily renovated home is often the one part that never got revisited — a finished basement, a rebuilt kitchen and a new air conditioner all landing on a panel that was sized for none of them. Elsewhere the mid-century subdivisions have been modernised piece by piece, with the same result.
What this means in practice is that the useful question is never "what do homes in this area need" but "what does this house have, and what is it about to be asked to do". A 1950s bungalow that is staying as it is may be perfectly well served by a straightforward panel replacement. The same bungalow with a basement suite going in and an EV arriving in the driveway is a different conversation entirely.
North York is part of the City of Toronto, and that matters more practically than it sounds. Toronto Hydro is the local distributor here, City of Toronto requirements apply, and notification to the Electrical Safety Authority works the same way it does anywhere in Ontario. A service upgrade in a North York bungalow runs through the same process as one downtown, including the utility scheduling that comes with changing the incoming supply.

Is an old fuse box illegal in Ontario?
No. An existing fuse panel that was installed to the code in force at the time, and that has been properly maintained and not modified or overloaded, is generally permitted to remain in service. There is no blanket requirement to replace one.
What does create a problem is a panel that has been damaged, has had oversized fuses fitted, shows signs of overheating, or has been altered by someone unlicensed. Those are conditions, not categories — and they need a licensed electrician to assess them.
Should I replace my fuse box with a breaker panel?
It depends on the condition of what you have and what you are asking of it. If the panel is in good order, has spare capacity, and the household’s demand is not changing, there may be no urgency at all.
The case for replacing gets stronger when fuses blow regularly, when there is no room left for another circuit, when the panel shows rust or heat damage, when replacement fuses are getting hard to find, or when you are adding load — a renovation, air conditioning, an EV charger, a basement suite. An assessment will tell you which situation you are in.
Can a fuse box affect home insurance?
Some insurers do ask about the type and age of a home’s electrical panel, and about wiring methods such as knob-and-tube or aluminium branch circuits, when quoting or renewing. Policies and appetites differ a great deal between insurers.
We cannot tell you what your insurer will decide, and we would not claim that replacing a panel will reduce a premium. What we can give you is the documentation showing the work was done by a licensed contractor and inspected by the Electrical Safety Authority, which is generally what an insurer asks to see. The rest is a conversation between you and them.
How long does a fuse box replacement take?
Many straightforward residential panel replacements are completed during a scheduled working day. That covers removing the old panel, installing and terminating the new one, labelling the circuits and testing before the system is returned to service.
A full service upgrade, a panel in a difficult location, or a job that uncovers existing deficiencies can take longer and may need more than one visit. Work that requires Toronto Hydro involvement also depends on the utility’s scheduling. We give you a realistic expectation in the written scope rather than a number that sounds good.
Will my power be shut off during the work?
Yes. The supply has to be off for the portion of the day when the old panel is removed and the new one is installed and terminated — there is no way around that, and anyone who tells you otherwise should be treated with suspicion.
We plan the disconnection and reconnection in advance and tell you roughly how long to expect. It is worth thinking ahead about anything in the house that does not tolerate an outage well: home offices, medical equipment, freezers, aquariums, sump pumps. Mention those when you request the estimate and we will factor them into the plan.

What is the difference between a 100-amp and a 200-amp service?
The figure describes how much current the service to your home can supply at once. A 200-amp service can carry roughly twice the simultaneous demand of a 100-amp one.
In practice the difference shows up in what you can run together and what you can add later. A 100-amp service remains adequate for many Toronto homes, particularly with gas heating and a gas range. A 200-amp service becomes the sensible choice when electric heating, an electric range and dryer, air conditioning, EV charging or a secondary suite are in the picture — or are likely to be within the life of the panel.
Do I need 200 amps for an EV charger?
Not necessarily, and this is one of the most common misconceptions we run into. Plenty of homes on a 100-amp service can accommodate a Level 2 charger, particularly where the heating is gas and the household’s overall demand leaves headroom.
What decides it is a load calculation, not the charger’s rating on its own. Depending on the result, the options may include installing the charger on the existing service, using a lower charging current, fitting equipment that manages the load so the charger and other large appliances do not draw at once, or upgrading the service. We work through those options rather than defaulting to the largest job.
Can I add an EV charger without upgrading my panel?
Often, yes — if the load calculation supports it and the panel has a spare space of the right size. Where the panel is physically full but the service has capacity, a subpanel can sometimes solve it without touching the main service.
Where the calculation shows the existing service genuinely cannot carry the additional load, an upgrade is the honest answer. We will show you the calculation either way.

No. A panel replacement changes the distribution equipment, not the branch circuits running through the walls to your outlets, switches and fixtures. Those are a separate system and a separate scope of work.
If a home has knob-and-tube wiring, deteriorating insulation, undersized conductors or unsafe splices, replacing the panel does not address any of it. We assess the wiring during the site visit and tell you what we find, and we can quote rewiring separately if it is needed.

In many cases the new panel goes into the same location, the existing circuits are extended or re-terminated within the enclosure, and the finished surfaces around it are left alone.
It is not something we can promise in advance for every property. Relocating a panel, upgrading a service where the entrance conductors have to be re-run, or working around obstructions can all mean opening up a wall or ceiling. Where that looks likely we say so in the written scope, and drywall, plaster and paint are quoted separately.
What factors affect panel-upgrade pricing?
The main ones are the existing and intended service size, whether it is a fuse or breaker panel coming out, the number and type of circuits, the condition of the service entrance and meter base, whether the service is overhead or underground, the grounding and bonding work required, arc-fault and ground-fault requirements for the circuits involved, whether Toronto Hydro has to be involved, ESA fees, and anything the assessment uncovers behind the panel.

Does Toronto Hydro need to be involved?
It depends on whether the supply to the property is changing. Increasing a service — 60 to 100 amps, or 100 to 200 — generally requires the incoming conductors to be disconnected and reconnected, and may involve the meter, so the utility has to be scheduled in.
A panel replacement that keeps the same service size often does not require utility involvement. We can coordinate Toronto Hydro disconnect/reconnect when required, depending on the project and customer preference. We confirm which applies to your property during the assessment, and we identify any utility fees as the utility’s rather than ours.
Can you upgrade panels in older North York homes?
Yes. Older housing is a significant part of residential panel work across North York and Toronto generally, and it is work we are set up for.
Older properties do need a more careful assessment: the service entrance and meter base may need attention alongside the panel, grounding and bonding arrangements are often from a different era, and there may be original wiring that has to be evaluated on its own terms. We look at all of it before quoting, rather than pricing the panel and discovering the rest on the day.
